Development Contributions Intern with East Renfrewshire Council Planning and Building Standards, Environment Department

East Renfrewshire Council are looking to recruit a graduate intern to their Environment Department to help facilitate a new Planning and Building Standards project.

£7.85 per hour
Full-time for 6 months
Ideal start: 20 July 2015

The Council has a new policy within the Local Development Plan which seeks to ensure that the cost of any mitigation measures required as a result of new developments such as new housing developments is funded by the development and not the general public. The policy intends to facilitate and assist negotiations with developers rather than prohibit or add barriers to development.

This project is fairly new and this role will entail assisting the set up of new processes and procedures, ensuring monitoring and reporting mechanisms are appropriate, and increasing awareness of the policy both internally and externally within the development sector.

Within this role your key tasks will be:
• To assist with the implementation and review of the Development Contributions Policy and Supplementary Planning Guidance.
• To undertake research into best practice in other Local Authorities and External Organisations.
• To assist in developing, maintaining and implementing appropriate monitoring and reporting.
• To assist with the collection and management of secured development contributions in order to ensure that contributions are allocated to appropriate Council departments, and projects are spent in accordance with agreed timescales.
• To liaise with the District Valuer regarding development appraisals and appropriate level of development contributions.
• To advise developers, landowners, consultants and other interested parties of the Council’s Development Contributions policy and requirements as required.
• To develop and deliver awareness raising options as required e.g. social media, surveys, liaising with internal and external bodies, etc.
• To assist with responses to Government consultations and legislative changes relating to development contributions.


The successful candidate should be educated to degree level, ideally with a background in a relevant subject such as planning, housing, surveying, legal or other relevant subject.

The intern will have:
• Knowledge of current legislation relevant to the post.
• An understanding of the need for partnership working to achieve shared outcomes.
• An understanding of the development industry and the potential impacts development can have on a community.
• An enthusiastic approach and the ability to work as part of a team
• Good IT skills – Word, Excel, PowerPoint & Microsoft Office.
• Excellent verbal and written communication skills, experience of data-analysis, preparation of reports and presentation of findings. Confident and tactful.

A Full Current Driving License is not essential but desirable.
